Finding a truly evil villain in the world ofOne Pieceis fairly rare despite the manga and anime that depict a struggle between the Marines and Pirates. Most characters are just as black and white as folks in the real world are; they’re far too complicated to fit under any label.

Some characters embody several evil traits and enact plans that lead to mass-scale destruction and public misery despite how strong or capable they are, hence they can be considered ‘villains’ rather than just simple antagonists. Even if the most frightening individuals have barely interacted with the main crew, nothing takes away from their deeds in-universe, they’ve slaughtered hundreds.
10Crocodile
Cunning And Deadly
Despite being one of the early few foes Luffy wipes away throughout his journey, Crocodile was formidable enough to keep the rubber boy on his toes and even landed a couple of lethal blows on him. Not only that, he also sought to challenge Edward Newgate and fended off a ton of people during Marineford.
He’s a formidable tactician with the brains and brawn to make his subordinates follow his orders without question. He incited a civil war that led to the deaths of countless Arabastans, and he was prepared to sacrifice millions of more people for his ambitions.

9Doflamingo
A Man With No Limits
Donquixhote Doflamingo was a challenging foe for Luffy and even managed to make himself a significant threat to the Celestial Dragons and the World Government. His plan to take over Dressrosa and eventually the world was luckily barely thwarted by the Strawhats.
He can make clones of himself, awaken his fruit to enclose an entire population with a deadly dome of impenetrable string that even an admiral can’t cut through, and patch up his own wounds mid-battle. He was a tyrannical dictator and his plan to usurp the kingdom involved some rather nasty horrifying steps.

8Rob Lucci
A Sadistic Juggernaut
Not only is he an important resource for Cipher Pol 0, but the newly awakened Rob Lucci is perhaps one of the most iconic adversaries the Strawhats have been up against over the years. His intent to kill or maim the opposition makes Luccia dangerous carnivorous Zoanwith unmatched speed and offense capabilities.
Lucci is also a master of the Rokushiki and can utilize haki to coat his entire body. He’s contributed to the deaths of several individuals and shows no remorse or empathy for anybody but himself.

7Blackbeard
Impressive And Broken
Despite having his butt handed to him pre-time-skip by Whitebeard’s young-blood second-division commander Firefist Ace, Blackbeard still managed to amplify his strength significantly and has shown time after time again that he can tank a few significant blows without keeling over too.
To land a blow on Shanks, one of the strongest characters in the story, is an impressive feat, but Teach’s attack left a legitimate scar both physically and mentally. He’s got the brains and brawn to adapt and orchestrate large-scale attacks and small-scale missions, and he’s killed off several devil fruit users and is hell-bent on wreaking havoc and destruction wherever he goes.

6Akainu
A Powerhouse Of Rage
Rumored to be a character that could halve the time it takes to get to the One Piece and Raftel if he were in Luffy’s shoes according to Oda, Akainu is one of the strongest Logia users who is capable enough to melt off and chip away at a living legend like Whitebeard, despite receiving a massive onslaught of blows from him and his entourage.
Akainu can rain lava down from the skies, and his powers can even terraform an entire island’s ecosystem permanently. He’s not afraid of sacrificing others for his ambition and carries his warped sense of absolute justice, so he didn’t think twice before he purged all of the refugees of Ohara.

5Kaido
An Insurmountable Obstacle
Kaido is a one-man army that can single-handedly topple an entire nation if he desires to do so. The world government did its best to keep him at bay and satisfied despite his wrong-doings, but the captain of the Beast Pirates was the “strongest man” on the planet as well.
Despite losing to an awakened Luffy, it took a substantial amount of effort and luck to put him away. Kaido tanked an onslaught of attacks from all kinds of characters before finally losing and even then he was still fairly intimidating till the bitter end, in a kingdom that was built on slave labor and cruelty.

4Figarland Garling
A Living Relic
Garling is rumored to be a direct relative of Shanks and there’s nothing to currently scale his power, but his past feat of being an active participant during the battle of God Valley and his earning the title “Hero of God Valley” foreshadows how formidable this character truly is, even though his exploits occurred off-screen.
Considering how much sway he has over his fellow Celestial Dragon brethren, and how he’s so casual about eradicating one of them, Figarland is a politically powerful individual who came to be that influential most likely because of his strength. He’s ruthless when it comes to exterminating anyone he considers ‘below’ him and participates in hunting human beings for sport.

3Enel
An Unrivaled God
With observational skills that could cover the radius of an entire island and a devastating attack that seemingly wiped away an entire city’s population with barely any effort, Enel was a formidable god-like being who somehow lost to a rubber kid despite being one of the most broken individuals in the story so far.
He easily handled the entire pre-time-skip Strawhat crew and subjugated entire tribes of warring Shandeans and Skypieans without much-coordinated effort as well. He had the strength to wipe out an entire island with his fruit.

2Rocks D. Xebec
A Formidable Legend
With barely anything disclosed about who he is and what he did to the world throughout his life, this world-conquering ambitious individual managed to sail the worst seas with one of the strongest crews to ever exist within the story. His influence on the story is huge and his strength is unparalleled, considering it allegedly took an alliance between Garling, Garp, and Roger to take him down at God Valley.
Three of the members of his crew went on to become emperors of the sea as soon as they disbanded and went their separate ways, and Xebec was the captain who was ordering all of them around during their prime. He’s one of the main inspirations for Blackbeard’s plan to either subjugate or destroy the world and most likely committed some atrocities to warrant a pirate crew full of interesting yet genocidal characters.

1Jaygarcia Saturn
Unexplainable Yet Dangerous
Saint Saturn may be immortal, but none of those years of living ever taught him any shred of humanity since he’s practically one of the most bigoted characters in the story so far. With some loose introduction into the background of the character, Saturn’s already claimed a lot of scorn that was specifically reserved for the worst of the worst of the Celestial Dragons or Fleet Admiral Akainu.
This grandpa’s ability to absorb damage, disperse it, and mean-mug someone so hard that it pops their head just for the heck of it makes him quite a powerful foe. He raises the bar for other soon-to-be-revealed Gorosei members, and he can somehow use magic to conjure a circle that resembles a pentagram and can teleport using those powers.
