If you’re trying to unlock the final skills for Joker, Morgana, and Makoto inPersona 5 Tacticabefore you head into the final battle or a New Game Plus playthrough, you’ll need to finish Quest 13. In it, you need to get one of the Thieves to the goal on the other side of the arena using two colored elevators and a whole lot of teamwork.
The caveat is that you only have one turn to reach the end, which is going to require plenty of careful planning ahead. Below is a complete step-by-step walkthrough of Quest 13 in P5T.

This guide contains spoilers for end-game content in Persona 5 Tactica.

Quest 13 Overview: Reach The Goal In One Turn
Required Party: Joker, Makoto, And Morgana
As you set off on the path that’ll lead you to thefinal battle with Salmael,open the Quest menu while onthe Velvet Roomtrain.
When you do, Lavenza pulls Joker aside to tell him aboutthree special challengesshe’s assembled for the group.

These each have different goals and requiredparty members, andQuest 13 requires Joker, Makoto, and Morganafor completion.
Though he does in the main Missions throughout the Salmael Kingdom, Toshiro will not be joining you for Quest 13.

When the trio arrives in the challenge arena, you’ll see that you begin on a high platform and mustuse red and blue elevators to reach the goal on the other side of the board without ending your turn. There are no additional goals for this stage.
To complete Quest 13 in Persona 5 Tactica, you’ll need to be something of a master ofusingOne More attacks to move multiple times in one turn, each time stretching further in your movement range.

The bright side is thatonly one Thief needs to reach the end!
The final path to the goal includes both a redanda blue elevator, which means you’ll needtwo Thieves operating the elevator switches while the third goes for the goal.

It’s critical that younot end your turn with any of the Thieves until strictly necessary, as you’ll need toraise and lower the elevators multiple times to get someone to the goal.
Attacking an enemy in any way that doesn’t yield a One More will end their turn automatically, soonly end someone’s turn when strategically necessary.

We do end a Thief’s turn in our Quest 13 walkthrough below, but only to remove Cover and enable the last One More we needed to get to the finish line.
Use The Skill Tree To Extend Movement And Attack Range
Given that you can rebuild the Phantom Thieves' Skill Trees in Persona 5 Tactica as many times as you wish throughout the game, it’s extremely helpful for this quest tofill out the A Rebellious Resolve column ofthe Skill Treeto access skills that extend movement and range.
For Quest 13 in P5T, we made sure each of our Thieves (who were able to unlock them - not every skill is available for every Thief) hadGod-Like Speedto extend their movement,Hawkeyeto extend their firing range, andMagical Masteryto extend their skill usage range.

Above is the configuration we had for Joker, Morgana, and Makoto for Quest 13 in Persona 5 Tactica.
High damage is not essential for Quest 13, as you don’t need to KO any Legionnaires to complete it. Rather, they’re scattered across the board to give you waypoints to move between as you collect One More to move someone to the goal.

Complete Step-By-Step Quest 13 Walkthrough
Our walkthrough for Quest 13 in Persona 5 Tactica uses the Skill Tree setups mentioned above to extend movement and attack ranges. Your mileage with this guide may vary without those Skill Tree expansions, or if you use the Thieves interchangeably in the format below.
Since you only have one move to work with in Quest 13 of Persona 5 Tactica, you’ll need to plan your route carefully.
Theblue elevator buttonis on theleft side of the stage, originally on a high platform, while thered elevator buttonis on theright side of the stagejust past the first Legionnaire who’s not behind Cover.
Have Makoto move as far forwardas she can in her movement range before instructing her toshoot the exposed Legionnaireadjacent to her who’s not standing behind any Cover.
This earns you your first of several One Mores for the Quest! Get used to earning these - you’ll need several.
Next,move Morgana onto the red elevatorjust ahead of the start, andhit the red buttonusing Makoto to lower Mona to the first level of the stage.Move Mona to the lowered red elevatoron this level - he should be able to reach a single square of it.
From here, have Monashoot the exposed Legionnairein the adjacent tile to earn another One More, thenhit the red button againto bring Mona up to the second level of the stage on the leftmost side, wherehe can hit the blue button.
Before he does, though,move Joker to the nearest blue elevatorjust in front of the start, and thenhit the blue buttonto lower Joker to the first level.
Have him run as close to the red lift as possible beforeshooting the exposed Legionnairedown here to earn a One More.
Now that Joker’s movement has expanded again,use the red elevator Makoto is on to bring Joker back to the top floorof the stage and onto the gray stationary platform, buthit the red button againto lower the red elevators immediately after Joker gets off.
Lowering the red elevator again exposes aLegionnaire on the right side of the top platform, and without Cover, Joker can shoot him to earn another One More.
Once this Legionnaire is down, Joker can move to the other side of the obstacle, closer to the final goal.
Switch back to Morgana for a moment andhit the blue button to raise the blue elevatorin front of Joker, then escort Joker to the small section of gray platform without striking the enemies nearby just yet.
From there, switch to Makoto andhit the red buttonagain to lower Makoto back to the ground level, where she should have only a section of barrier between herself and the two enemies Joker just passed through a second ago.
But Joker needs a final One More to complete Quest 13, so end Makoto’s turn byhaving Makoto use aVortex skillon the Legionnaire behind coverright in front of her before switching back to Joker for the final time.
Joker can’t hit this now-exposed Legionnaire with his gun from here, but you canhave Joker use an Eiha skill on the Legionnaire that Makoto exposedfrom behind its Cover to gain the last One More that Joker needs.
Once you’ve done this, you’re free to cross the finish line and complete Quest 13 in P5T in a single turn!
